If you've not done so already, sign up for a Blogtrottr account and go to your account page, where you should see an option to set a timezone - that should do the trick.

Generally a user should only receive new messages, although registered Blogtrottr users do have the option to initially receive the whole feed.
If you could drop me an email at help@blogtrottr.com with your blog URL, that'll raise a support ticket and I'll look into that for you.
There have been a few requests for that of late, so it's definitely on the roadmap!

I also think that reducing that list would be a good improvement. There's an unfortunate obstacle to using three letter abbreviations, as it turns out there's no standard and a fair amount of duplication in common use (CST for example is used for US Central Standard Time, China Standard Time, and even more confusingly for both the Australian Central Summer and Central Standard Time)

Those emails are being sent to your secret Blogger 'post by email' address, which only you should know. If someone else has got hold of it, and is using it to post things you don't like (using our or any other service), it'd be best if you change it through your Blogger control panel.
